AHOY and Lumina Partners Forge Strategic Alliance to Deploy Sovereign Physical AI Across Critical Sectors

AHOY, the deep‑tech infrastructure company building the operational layer for Physical AI, and Lumina Partners, a strategic advisory and business development firm from MENA and Europe, today announced the signing of a Strategic Alliance Agreement to accelerate the large‑scale deployment of AI across public sector mobility and critical infrastructure programs.

The partnership bridges AHOY’s proprietary technology stack, engineered for on‑chip, and sovereign Physical AI, with Lumina Partners’ strategic advisory expertise and proven capability to structure and operationalize complex technology partnerships for government and enterprise clients. Together, the two organisations will provide a unified pathway for governments and private enterprises to transition from legacy systems to sovereign AI environments that operate under real‑world latency, compliance, and resilience constraints, without dependency on foreign‑controlled cloud infrastructure.

Shared priorities across the alliance include:

    • Deploying AHOY’s Physical AI stack across public sector mobility and critical infrastructure programs across the European Union and GCC
    • Scoping and executing sovereign AI pilots for government and enterprise operators
    • Enabling integration paths that deliver measurable operational outcomes under full data sovereignty
    • Advancing go‑to‑market frameworks aligned to national AI strategies across the region

“The demand for localized, auditable AI in critical infrastructure is no longer a future consideration, it is an operational requirement today,” said Jamil Shinawi, Founder and CEO of AHOY. “Lumina Partners brings the strategic depth and institutional relationships needed to translate that demand into deployment. Governments and enterprises gain a clear path from legacy systems to sovereign Physical AI, on their own infrastructure, under their own governance.”

“Among the public-sector and enterprise leaders we advise, the conversation about AI has moved past whether to deploy; the questions now are how, on whose infrastructure, and under whose governance,” said Hamza Salah-Mars, Founder & CEO of Lumina Partners.

“AHOY is among the very few companies building Physical AI as a deployable operational layer: infrastructure that perceives, decides, and acts under real-world sovereignty, latency, and compliance constraints. Lumina brings the institutional, regulatory, and executional capabilities required to put that infrastructure into the hands of governments and operators across the GCC, MENA, and beyond, turning strategic intent into measurable outcome.” added Hamza Salah-Mars, CEO & Founder, Lumina Partners.
